A dog was watched chained to a telephone pole in Victoria, Texas. He was also abandoned during the Hurricane Harvey. 10 inches of rain have submerged the area in last day.
The photographer released the poor dog and brought him to safety.
Texas officials have warned over and over against leaving livestock and pets tied up.
But, the dog wasn't the only one who was chained,
there was another dog nearby Victoria, Roman Forest, was chained to a tree before
a mobile home.
Chief Stephen Carlisle said in a statement on Friday that he will grasp anyone responsible of that illegally restraints their dog in this harsh weather conditions. He also said that dogs are also your family members.
The police department in Montgomery County posted on Facebook that tying your pets to a chain or rope during harsh weather conditions is against the law.
It is also expected to see thunderstorms and continued rain during the night.
